Is 12 February one of the Thailand national holidays when alcohol is banned completely (ie nationwide ban)?

Yes, I think the alcohol ban is for all the country on Makha Bucha Day.

Yep, a 24-hour alcohol ban throughout Thailand (midnight to midnight).
